.The energy conference is over and various measures have been announced to meet the energy shortage. These measures are not new and have been tried to enforce several times.Although the load shedding was active on Sundays and national holidays therefore the reason for load shedding is something else than these cosmetic measures..The Government writ is so low and traders and industrialist lobby is so strong that their will have priority. Our simple question is that what is being done to meet the shortage of 5000MW power which will grow to 10000 MW once current projects will matured. It means we are heading for energy crisis for the decades to cme.

So far no serious efforts are made to install and upgrade the new power plants and increase the generation capacity. And neither this secret is being revealed that why the furnace oil supply is not being arranged regularly. Furnace power plants are not being utilized at full capacity.

No mention is made to thousand of UPS and 1-10 KW chinese and local made generators which are converted on gas and being used by upper middle class families to meet load shedding cruch.

These small generators are not fuel effeciant and of low quality resulting higher maintenance cost. If KESC provide small 1 MW generators on gas locally at 11 KV and connect to grid then the practicing of UPS and domestic generators can be avoided and will bring saving in energy cost.

Small solar cells and hydro electric should be subsidized and arranged with complete tax free package , Banks should facilitate small loans for such machines on low interest rates.

For long term power projects at least 5 units of 1000 MW based on coal fired boilers and turbines are essential for long term power requirements. Such investment should be made in government sector with the help of ADB and World Bank

The process of recurrent failure of the monsoon system in completing the western segment of its cycle, incidence of heavy rains in its eastern segment each time accompanied by devastating floods, in the intensity of heat wave, erratic nature of precipitations, snowmelt and river flow since the early 1990s, and the drying up of Hub dam has been described and its impact on water budget examined. It has been observed that the year 1992 was erratic in being too wet, 1993 in being dry and that since the mid-1990s the monsoon system, though fully operational up to mid-August on the southern, eastern, and central regions of its cycle that include India and Bangladesh, loses its intensity as it reaches central India. Precipitation on the east of Lake Mansarowar, the catchment area for Brahamputra was heavy and either the winds slackened so as not to reach the catchment area of Indus on the west or there was not enough moisture in the clouds or snow cover left to contribute to the flow. The system besides failing this year also started to recede in Nepal around the same time. Heavy downpour in September in West Bengal flooded extensive areas, including Bangladesh, while Islamabad received only 22 mm rainfall from the same system. More
